Scenario:

The cash-strapped school district has a middle school that borders on a construction waste dump generating obnoxious odors that the Environmental Protection Agency has been investigating.

The corporate owner approaches the school board offering $125,000 a year and property the district needs for constructing a new athletic field in return for a promise not to file an official complaint unless the company acts illegally.

Should the superintendent advise the board to accept this offer?
