Dr. Rupak Gandhi

served as the Fargo Public Schools superintendent of schools for seven years before co-finding OptimizED Strategic Solutions. In October 2022, he was named the 2022-23 North Dakota Superintendent of the Year by the North Dakota Council of Educational Leaders.

 

Dr. Gandhi began his career in education in the Houston Independent School District. After serving as a special education resource teacher through Teach For America, he served as a high school assistant principal, an elementary principal, and a high school principal. Dr. Gandhi then served as the research, data, and accountability officer (assistant superintendent) for Harrison School District Two in Colorado Springs, CO. In March 2018, the Board of Education of the City of Fargo hired Dr. Gandhi as the superintendent of schools. He officially assumed the position in July 2018.

Dr. Gandhi completed his undergraduate studies in Political Science at Texas A&M University, holds a master鈥檚 degree in special education from Grand Canyon University, and holds his doctorate in educational leadership from Northwest Nazarene University. Dr. Gandhi has continued his professional education past his doctorate by completing the 91制片 National Superintendent Certification Program, 91制片-USC Urban Superintendents Academy, Standards Institute, HWC Executive Leadership Institute, Texas Region IV Superintendent Academy, and Harvard Graduate School of Education UDL Summer Institute.

He is active in the Fargo community, giving of his time, leadership and expertise on area boards. He currently serves on the Fargo-Moorhead Community Advisory Board, Fargo Public Schools Foundation Board, Greater Fargo Moorhead Economic Development Corporation Board of Directors, North Central Council for Educational Media Services Board of Directors, Boys and Girls Club of America Board, and Sanford Hospital Fargo Operational Board. He served on the Plains Art Museum Board from 2019-2022 and the YMCA Fargo Board from 2019-2022. He is also a member of the Fargo Rotary.

Dr. Wendy Birhanzel is proud to serve as Superintendent of Harrison School District 2 and was honored with the 2025 CASSA Colbert Cushing Award, 2025 91制片 Woman Superintendent of the Year, and Colorado鈥檚 2023 Superintendent of the Year. With more than 20 years of experience in public education across California and Colorado, she holds a doctorate in Educational Leadership in Urban School Settings from the University of Southern California. Driven by a deep commitment to providing every student with a high-quality education and meaningful opportunities for success, Dr. Birhanzel brings this mission home as a parent too鈥攈er own son is a proud graduate of Sierra High School.

As Principal of Centennial Elementary and Wildflower Elementary, her leadership helped both schools earn National Blue Ribbon status and recognition as National Title I Distinguished Schools. Later, as Curriculum, Instruction, and Assessment Officer, she expanded rigorous academic programming to benefit all students. Her dedication has been recognized with the Mayor鈥檚 Young Leader Award and her college鈥檚 Young Alumni Achievement Award.

As Superintendent, Dr. Birhanzel collaborates with staff and community partners to provide students with exceptional academics and comprehensive supports鈥攆rom free college courses and athletics to accessible tutoring, and vital wraparound services such as mental health support, food security, and housing assistance. Under her leadership, the district has been named the best education workplace in the region and has achieved its highest staff retention rates.

An advocate for adequate school funding and student opportunity, Dr. Birhanzel serves on several local and national boards, amplifying the voices of students and educators alike. Her leadership and impact have been recognized with numerous honors, including being named one of Southeast Express鈥檚 鈥22 to Watch in 鈥22,鈥 a Woman Making a Difference by the League of Women Voters, a DEI Transformational Leader by the Colorado Springs Business Journal, the 2023 Colorado Springs Woman of Distinction by the Girl Scouts, and Solid Rock CDC鈥檚 2023 Distinguished Service Award.

Dr. Britney Gandhi serves as superintendent of Richland #44 School District (N.D.). She started her career in Houston as a Teach for America corps member teaching high school ELA and ESL. Dr. Gandhi is originally from rural Washington State and attended college in southern California. She has gained invaluable insight into the US public education system having lived and worked in rural and urban areas around the country. Dr. Gandhi is currently the president elect of the North Dakota Association of School Administrators. She is married to a fellow superintendent, and they share two wonderful children.
